Ms. Emily Ann Culver Mooney passed away March 11 peacefully at her home in Virginia Beach at age 78. She is survived by her sister, Mary Culver Payne;her three children, Howard J. Mooney Jr., Sarah A. Saiya, and Thomas O. Mooney; six grandchildren; and two great grandchildren.
